Do you know what FSS stands for and what it is? FSS stands for Family Self-Sufficiency. The Family Self-Sufficiency Program was created for people who live in Public Housing. When welfare reform started, HUD decided residents who were on welfare assistance needed help getting on their feet and deserved an opportunity to own their own home. They developed the FSS Program to meet those needs and at the same time help people work toward getting off and staying off welfare-cash assistance only. Is the FSS Program only for people who are receiving welfare or other assistance? NO! FSS is for anyone living in Public Housing provided by Springer Housing Authority. How does it work???? In Public Housing, rent is based on income. When someone gets a job for the first time since moving into Public Housing or being away from work for a while, or, they are already working and get a raise, the rent goes up based on the increase in earned income. If you are enrolled in the FSS Program before such increase in earned income is calculated into the rent, you can save a large portion if not total percentage of your rent increase. You get it back upon successful completion of the FSS Program! The Springer Housing Authority administration opens a savings/escrow account in your name, under Springer Housing Authority, and while you are working the program, they make monthly deposits into your account. It’s that easy! What do I have to do to successfully complete the program? You have to do some paperwork with your FSS Coordinator to enroll in the program. The object of this program was to help people with welfare reform so you must be willing to go to work or already be working and maintain employment. You have to complete 2 education classes annually as long as you are in the program. These can be made up of training, workshops, college classes or educational meetings/outings. You must meet with the FSS Coordinator at least bi-annually and attend four mandatory meetings a year. You must turn in the most current pay stubs to the FSS Coordinator for correct calculation of your savings/escrow account. You can participate with FSS for 1-5 years. The last 12 months you are in the program you must be free of welfare assistance, as HUD has defined for this program. HUD developed this program for the purpose of assisting residents to become homeowners. You DO NOT have to use your monies for home ownership. It is a great reason to save, yet you can use your monies for whatever your needs may be. The best time to enroll in FSS is before you go to work as your escrow is based on increases in earned income. If you are currently working and your rent has already been calculated on your current earnings; escrow/savings can only be based on a raise or a new second job. This does not mean those of you whom are already working should not enroll. A little rent back is better than none, and if you should quit or lose your job, you will go to ZERO earned income; this means that when you begin to work again most or all of your rent increase will go into savings/escrow. You will save the most if you are starting from zero earned income when you enroll in the FSS Program. No Tricks! No Hassle!
